Doc holds a Bachelor of Science Degree in Business Administration from the University of Central Missouri, is a Texas Certified Public Accountant, a member of the International Economic Development Council and the Texas Economic Development Council. He is currently enrolled in classes leading to the CEcD certification for economic developers and has been a Board member of the Childress County Heritage Museum.
Prior to coming to Childress 3 years ago, Doc was the Vice President Tax-U.S. Operations for Cemex, at the time representing $8 Billion in annual sales of cement, concrete and construction aggregates. At Cemex, he was responsible for all federal and state tax related matters including negotiating and maximizing tax and economic development incentives for 700 operating locations across the U.S. representing millions of dollars per year in economic development transactions.
He has experience with Type A and Type B Economic Development Corporations, Municipal Development Districts, negotiating sales tax rebate programs, tax abatements, infrastructure improvement projects, manufacturing exemptions, municipal agreements not to annex and various enterprise zone incentives.
Doc also has working knowledge of tax increment financing, tax increment reinvestment zones, the Texas Pace Authority Program, Texas Workforce Commission training programs and federal and state Department of Agriculture grants for rural communities.
